Suetsugu Sakutaro, a rookie member of the Kyoto patrol unit, was once saved by a demon called 'Oboro' after the great Kyoto fire of 1864. One day while on patrol, he encounters a case in which courtesans in Shimabara are being attacked. When he questions a witness, the attacker's description closely matches Oboro.
